Federal Court Judicial Appointments Announced
June 26, 2015 – Ottawa, ON – Department of Justice.
The Honourable Peter MacKay, P.C., Q.C., M.P. for Central Nova, Minister of Justice and Attorney General of Canada, today announced the following appointments:
The Honourable Robin Camp, a judge of the provincial court of Alberta, is appointed a judge of the Federal Court to replace Mr. Justice Y. de Montigny, who has been elevated to the Federal Court of Appeal.
Mr. Justice Camp received a Bachelor of Commerce in 1973 and a Bachelor of Laws in 1975, both from the Stellenbosch University, Cape Province, South Africa. He successfully completed challenge exams to re-qualify to practise in Canada in 1998.
Mr. Justice Camp was appointed a judge of the Provincial Court, Criminal Division, in 2012. Prior to his appointment, he had been a lawyer at JSS Barristers from 2004 and a managing partner from 2008 to 2012. His main area of practice was commercial litigation. After he was admitted to the Bar of Alberta in 1999, he practised with Duncan McCachen/Duncan Camp until 2003. He had been an Advocate of the Supreme Court of the Transvaal, practising at the Johannesburg Bar from 1978 to 1991, and a partner at Armstrong's Attorneys in Gaborone, Botswana, from 1992 to 1998.
Mr. Justice Camp was an Erstwhile Fellow of the Southern African Institute of Arbitrators and founder of the Botswana Chapter of this organization.
The Honourable E. Susan Elliott, a lawyer with Good Elliott Hawkins LLP in Kingston, is appointed a judge of the Federal Court to replace Madam Justice M.J.L. Gleason, who has been elevated to the Federal Court of Appeal.
Madam Justice Elliott received a Bachelor of Commerce in 1975 from Queen's University and a Bachelor of Laws from the University of Ottawa in 1979. She was admitted to the Bar of Ontario in 1981. She had been a partner with the firm Good Elliott Hawkins (formerly Good & Elliott) since 1981, and during that time she had been General Counsel, Legal Line of Business, Teranet Inc., from 1998 to 2007. She also served as Treasurer of the Law Society of Upper Canada; as well as Hearing Commissioner, part time, for the Rent Review Commissioner of Ontario.
Madam Justice Elliott had served as a Deputy Justice of the Superior Court of Justice, Small Claims Court - East Region, since 2009. She had been a member of the Kingston Chamber of Commerce since 1981 and a Bencher of the Law Society of Upper Canada since 1991. She had been
Pro Bono Counsel to the Multiple Sclerosis Society in Kingston since 1967 and to the Seniors Association, Kingston Region, since 2002. She was awarded the Law Society of Canada's top honour, the Law Society Medal.
The Honourable Sylvie Roussel, a lawyer with the Security Intelligence Review Agency in Ottawa, is appointed a judge of the Federal Court to replace Madam Justice Marie-Josée Bédard, who was appointed to the Superior Court of Quebec, District of Gatineau, Pontiac and Labelle.
Madam Justice Roussel received a Bachelor of Social Sciences (Political Science) in 1983, a Bachelor of Laws (
cum laude) in 1986, and a Bachelor of Common Law (
cum laude) in 1987, all from the University of Ottawa. She was admitted to the Bar of Ontario in 1987.
Madam Justice Roussel had been senior general counsel with the Security Intelligence Review Agency since 2007. Previously, she had practised with the firm Noël & Associés, s.e.n.c. from 1988 to 2007. Her main areas of practice were public/constitutional law, criminal law, Charter Law and human rights law.
The Honourable Ann Marie McDonald, a lawyer with McInnes Cooper in Fredericton, is appointed a judge of the Federal Court to replace Mr. Justice R.T. Hughes, who elected to become a supernumerary judge, effective September 1, 2015.
Madam Justice McDonald received a Bachelor of Arts in 1991 and a Bachelor of Laws in 1993, both from the University of New Brunswick, and was admitted to the Bar of New Brunswick in 1994.
Madam Justice McDonald became an associate with McInnes Cooper in 2000 and a partner in 2002, practising primarily in the areas of commercial litigation, employment law, administrative law and general litigation. She had been an associate with Allen Dixon Bell in Fredericton from 1995 to 2000.
Madam Justice McDonald holds a Designation .of Project Management Professional (PMP) from the Project Management Institute and was one of the few lawyers in Canada with this designation. She has appeared before all levels of court in New Brunswick, various administrative tribunals in New Brunswick and Ontario, the Prince Edward Island Supreme Court and the Federal Court of Appeal of Canada.
This appointment is effective September 1, 2015.
Appointments to the country's Superior Courts not only reflect the rich and diverse social fabric of our country, but also take into consideration the merit and legal excellence of each individual jurist. Through these appointments, the Government of Canada has demonstrated an awareness of the need to bring greater gender balance to the bench, to help ensure that the judiciary is more representative of Canadian society.
